OneDigital Expands Professional Employer Organization Reach With Propel HR

Professional Employer OrganizationOneDigital Expands Professional Employer Organization Reach With Propel HR

OneDigital completed its acquisition of Propel HR, expanding its Professional Employer Organization capabilities into South Carolina and adding an established regional workforce services provider to its platform.

The transaction was completed in January 2026, while OneDigital published its acquisition announcement on May 7. The distinction separates the transaction’s completion date from the date the development became publicly announced.

Propel HR provides payroll, human resources, employee benefits, compliance, and workforce management services to small and mid-sized employers across 49 states. The Greenville, South Carolina-based company was founded in 1996 and operates as an IRS-certified professional employer organization.

The acquisition gives OneDigital its first PEO presence in South Carolina while extending the geographic reach of its existing workforce services. Propel HR’s established regional operations also add local expertise to OneDigital’s broader model combining payroll, benefits, compliance, and HR support.

How Professional Employer Organization Services Are Expanding

OneDigital has pursued an acquisition-led approach to growing its PEO operations, completing multiple acquisitions since 2022. The addition of Propel HR strengthens that strategy by bringing another established provider into its operating network while extending coverage across the southeastern United States.

For employers, a Professional Employer Organization can centralize several workforce administration responsibilities through an external service provider. Payroll processing, benefits administration, compliance support, and HR operations can be coordinated through the PEO relationship, which may be particularly relevant for small and mid-sized businesses without extensive internal HR infrastructure.

Propel HR’s service portfolio adds these capabilities to OneDigital’s existing platform while giving the company an operating presence in a market where it previously did not have a PEO location. The development therefore represents a geographic expansion as well as an addition to its broader workforce services network.

Professional Employer Organization Market Sees Continued Consolidation

The transaction also illustrates how PEO providers are using acquisitions to expand geographic coverage and strengthen their service capabilities. Rather than building every regional operation organically, established providers can add existing teams, expertise, customer relationships, and operational infrastructure through transactions.

For employers evaluating a Professional Employer Organization, broader geographic coverage can be relevant when workforce operations span multiple states. However, service scope, pricing, compliance responsibilities, technology integration, and the structure of the employer relationship remain important considerations when comparing providers.

The immediate impact of the Propel HR transaction is concentrated in the U.S. market, particularly South Carolina and the broader southeastern region. It should not be interpreted as a direct expansion of OneDigital’s global PEO operations.

At the same time, the development reflects a wider direction within outsourced workforce services, where providers are combining regional expertise with broader payroll, benefits, compliance, and HR capabilities. For technology and service companies operating in the HR market, continued consolidation could influence how employers access integrated workforce administration.

The OneDigital and Propel HR transaction therefore adds another example of geographic expansion through PEO consolidation. Its longer-term significance will depend on how the combined operation integrates services and technology while maintaining the regional capabilities that supported Propel HR’s existing employer base.
